DESCRIPTION:There is a growing consensus within Washington that the flurry 
 of recent diplomatic contacts between the United States and China mark a s
 ignificant step in stabilizing relations between the world’s two greates
 t economic and military powers. Jake Werner\, research fellow at the Quinc
 y Institute\, and Michael Beckley\, nonresident senior fellow at the Ameri
 can Enterprise Institute (AEI)\, both take issue with this view but draw v
 ery different conclusions on the nature of U.S.–China tensions and what 
 that means for U.S. policy. This debate will explore contrasting visions o
 f the relationship\, a question on which the future of the international o
 rder turns. Jessica Tuchman Matthews\, distinguished fellow at the Carnegi
