Quincy Institute Presents Reps. Khanna & Massie with Sixth Annual Quincy Award for Responsible Statecraft

Washington, DC —  The Quincy Institute presented its annual Award for Responsible Statecraft to Representatives Ro Khanna (D-CA) and Thomas Massie (R-KY) at an event in the nation’s capital last night.

“Representatives Khanna and Massie have emerged as critical voices to reassert Congressional authority over warmaking,” said Quincy Institute CEO Lora Lumpe. “With the concerning prospect of direct U.S. military engagement in multiple global hotspots, accountability to rein in the imperial presidency has never been more vital.”

The Quincy Award honors individuals who have significantly advanced QI’s mission of moving the United States away from a foreign policy of domination and war; Reps. Massie and Khanna were chosen to receive this year’s award for their cross-aisle efforts to rein in U.S. militarism and to restore Congress’ constitutional war powers. 

In June 2025, Representatives Khanna and Massie introduced a resolution to prohibit U.S. military involvement in Iran, reasserting Congress’ sole power to declare war under Article I of the Constitution. The resolution garnered more than 75 co-sponsors. 

“Over the last twenty years or so, we have lost a sense of forming unusual coalitions on different issues,” said Representative Khanna. “What Thomas and I are showing on war powers is that such coalitions are possible, particularly to re-assert Congress’ role and Article I responsibilities. The times where Congress is not consulted are usually when Congress reflects the American people’s weariness with regime change and endless wars.”

“The efforts of Khanna and Massie encapsulate the transpartisan spirit that we preach at Quincy,” said Trita Parsi, founder and executive vice president of the Quincy Institute. “Their war powers resolution is also a reflection of the growing skepticism of the U.S.-Israeli relationship. On both the right and left, many now believe that Israeli militarism entangles the U.S. in conflicts completely divorced from American interests.”

“It is a great honor to be here with Ro Khanna”, said Representative Massie. “You can find anti-war Democrats, but not often when the president is a Democrat. The same goes for Republicans. But Ro’s been a consistent critic of war regardless of the presidency.” 

“I want to thank the Quincy Institute, not just for coming up with policy, but also for whipping the effort to get folks from across the aisle to do the right thing on war-making responsibilities”, Massie added. 

Given annually since the Quincy Institute’s first anniversary in December 2020, the Quincy Award for Responsible Statecraft is conferred to Members of Congress, diplomats, leaders of movements or organizations, artists, journalists, philanthropists, or others who effectively promote ideas that advance QI’s work to build a world where peace is the norm for the United States and war the exception. In December 2024, the award was given to Andrew Bacevich, cofounder and now emeritus board chair of the Quincy Institute, in recognition of his unparalleled lifelong work to end forever wars and frivolous foreign entanglements.
