James A. Russell is a non-resident fellow at the Quincy Institute and a retired professor in the Department of National Security Affairs at the Naval Postgraduate School, where he taught for 25 years on military innovation, US foreign policy, and national security strategy. Prior to the Naval Postgraduate School, he worked for 14 years in the Office of the Secretary of Defense as a specialist in the Gulf region.
